Depends on how comfortable you are with wiring, however if you are comfortable with following a wiring diagram, you should be able to replace it fairly easily. You can find affordable ballast at a Home Depot. If you have any further questions, go to a Home Depot representative and they will be able to guide you better.

how to decorate a unique pantry with washer and dryer and shelves
The area is very small and has a pantry door of smoky glass with Pantry on it. The insid of the pantry is a mess. what is a good segistion for the wall paint and shelves. There is a washer and dryer and a micro wave oven on a stand in this pantry. Please help.
