If the surface is dry yes. If it's wet, dry it up first. It'll stop some seepage but not all.

This product is not recommended for this type of application. If water is seeping in, you must first "plug" the areas where the water is seeping by using an instant water stop type of product, which can be found at Home Depot.

Question
Can this be used on particle board underlayment?
Want to lay porcelain tiles in kitchen, and found particle board used as underlayment when we removed old lino.

I would suggest taking up the particle board and putting down 5/8" plywood using screws and glue. Lots of screws!
Then you could apply your thinset and your tiles. Particle board is not good as sub-floor for tiles. You don't need this product.

Question
Where to buy when the store does carry it
I was looking for the 5 gal pail of the blue seal product. It says only available in store. I've been to both stores in Windsor and neither carries the large pail. Do I look elsewhere?

I was able to check some of the stores in the Windsor area and found that the Chatham store (hopefully not too far) has stock. I would suggest phoning them at 519-380-2040 and give them the store SKU 1000162969 to check before heading over there. I hope this helps.

Temperature to apply Blue Seal waterproofing membrane is 5 degrees celsius or higher since it is a waterbase product. For smaller jobs, we have a 3.78 litre pail available, which may have to be special ordered from Home Depot if your local store does not have it in their every day assortment.
