Yes this is a submersible pump and will only work when fully submersed in water.

how much vertical lift will you get from this pump
I'm looking for a simple solution for my daughter to fill her fish tank from a 5 gal jug (its too heavy for her). the rise for this would be about 4 ft. would this pump be suitable?

The stop height for this pump is rated at 27 inches (2.25 feet, 70cm). This is the height at which the pump will stop pumping water. The typical suggested use for this pump is fountains and/or water features requiring up to 20 inches of lift.
Based on the need of a 4 foot vertical lift, the 180 or 250 gallon per hour pump (also available from the homedepot.ca) would be better suited for this job.
