If you are looking for brighter light, use the highest wattage that the fixture can support (in CFL energy saving it would be a 23W).
As for colour temperature, the brightest would be the Daylight (6500K).

Soft White is 2700K - similar colour to an incandescent producing a yellowish light.
Bright White is 5000K - producing a very bright white light
Daylight is 6500K - producing a bluish white light
