Yes it can. We recommend that you use a Polyurethane based primer , then paint over it with any kind of outdoor paint.
Be sure to clean the product with soap and water thoroughly prior to painting to remove any oily substances (as Polypropylene in an oil based plastic)
Prior to painting the product leave the product in the sun for a few weeks, this will open the outside surface of the plastic to receive the paint better.
