This is a water efficient faucet that flows at 1.5 gpm ... normal faucets flow at 2.2 gpm. Given the trough design you will see less water flow than a standard faucet. This type of faucet is best served in a powder room. That said, that water will have a steady even flow, not dribble out ... i would guess you may have an installation error? ...... A few things to check ....

1. Make sure that the valves connecting the supply lines are fully open
2. Ensure that the copper supply lines are not twisted or damaged during installation
3. Could be a carteidge issue with this unit ... if first 2 above are ok, change the cartridge, these can be obtained for free call 1-800-PFAUCET (1-800-732-8238)

Although a water effiicent faucet, you should still have steady water flow

Yes it does it comes with an optinal deck plate to cover the two of the holes on a 3 hole 4" center sink.
