When you turn the dimmer for the reading lamp completely counter-clockwise, there is a detent. When you turn past the detent, you will hear a click. The reading light should then be completely switched off.

If you don't hear the click (or feel the detent) it is possible that you have a broken switch. In that case you should talk to Home Depot about getting a replacement.
