Assuming your downspout is vinyl, yes, you can use a hacksaw to cut.

You can connect two vinyl downspouts with a downspout connector.

Can you bury this product underground forming a long horizontal run to take the water a long way from the house (assuming an surface exit for the water at the far end)?

We do not carry a vinyl round downspout, we would only carry an aluminum round downspout. Unfortunately, The Home Depot has discontinued special order sku's and you would not be able to order the aluminum at one of their locations if you require further info you may contact us at 800-461-5706.
