Can this device be mounted horizontally instead of vertically?

No. The water in must run vertically through the filter center and diffuse through the filter and out of the second out let. A horrizontal installation would not allow for the proper flow. Plus, you may experience a build up of particles inside the unit, creating further issues.

I would say yes because it is just a filtering system that is filtering the normal flow of water and does not require any extra mechanical function. The size may be a little large, however it would do the job.
