Yes it should be bled. There is a bleed valve on the left of the compressor. There is a drain valve on the bottom of the tank, but you don't have to use it every time, only every now and then to empty condensation (water) from the tank. That could range from every day if you're a contractor, or every month if you don't use it often. It's always a good idea to drain it if you're storing it for extended periods of time too. Also, it's better to drain it with a bit of pressure in the tank (20-30 PSI, you don't need 150 PSI blowing water everywhere).

Yes, should be a valve on the bottom of the tank you loosen to drain off the water, turn slowly so it does not spray everywhere.
